Unfortunately, sometimes this flashing falls out, rusts through, or is removed and not replaced when a new roof is installed.
Most commonly, the base flashing is present, but the counter flashing is missing or in need of repair. We called them back out to fix the problem (obviously not fixed right the first time), and they wanted to charge us for another service call!
